This project was initiated by the Dutch provinces of Zuid-Holland, Noord-Brabant, and Groningen and the Dutch Physical Environment Consultative Council (part of the Ministry of Infrastructure and Water Management).

The main goals of the project are the creation of a Dutch version of the Polis project established according to Dutch values and behavioral standards and to test these through pilot projects with their own substantive cases. This is explicitly coordinated by Provincie Zuid-Holland in close colaboration with the Ministerie van Binnenlandse Zaken en Koninkrijksrelaties (BZK) and the Government ICT Unit (ICTU), so that the results of the pilots can be widely disseminated and guaranteed.

Funding is provided by Innovatiebudget Digitale Overheid (IDO).
